Updated Eagle Scout Service Project Workbook – October 2026
Scouting America has released a new edition of the Eagle Scout Leadership Service Project Workbook, dated October 2026. This is the first major update since February 2023 and includes several important changes that Eagle Scout candidates, families, and leaders should be aware of.
The updated workbook provides additional guidance on project planning, leadership development, fundraising, safety, and the use of artificial intelligence (AI). It also places greater emphasis on the Scout's leadership experience and the impact their service project makes in the community.

Already Working on Your Eagle Project?
There is no need to start over! Scouts who have already begun working in the February 2023 workbook may continue using that edition. Any work already completed does not need to be transferred to the new workbook.

Important Safety Information
The October 2026 workbook includes updated safety and adult supervision requirements. These provisions take precedence over conflicting information currently found in the Guide to Safe Scouting, which is scheduled for an update in 2027.
Scouts and adult leaders should review the new safety guidance carefully and follow the updated requirements when planning and carrying out Eagle Scout service projects.
We encourage Eagle Scout candidates, parents, Scoutmasters, advancement chairs, and project coaches to review the new workbook before beginning or continuing an Eagle Scout service project.
The Eagle Scout service project is about more than completing a requirement. It's an opportunity for Scouts to demonstrate leadership, serve their communities, and put their Scouting experience into action.

Frequently Asked Questions
1. Do Scouts already working on their Eagle project need to switch to the new workbook?
No. Scouts who have already started preparing their workbook using the February 2023 version may continue using it. They do not need to redo their work in the 2026 edition.
2. What are the biggest changes?
The new workbook emphasizes leadership development, more detailed project planning, beneficiary and Scoutmaster approval of the Project Plan, clearer safety guidance, and new rules regarding artificial intelligence.

3. Does the Project Plan now require approval?
Yes. Under the new workbook, Scouts must complete their Project Plan and obtain approval from both the project beneficiary and Scoutmaster before beginning project work.

4. Can Scouts use AI when preparing their Eagle projects?

Yes, with limitations. With parent or guardian permission, AI may assist with brainstorming, research, and identifying potential challenges. However, AI may not write the Scout’s proposal, plan, or final report. Any AI assistance must be disclosed to project reviewers.

5. What safety requirements should Scouts and leaders follow?

The October 2026 workbook provides updated safety and adult supervision guidance, including two registered adult leaders age 21 or older. Its updated provisions supersede conflicting guidance in the current Guide to Safe Scouting, which will be revised in 2027.

6. Have the basic Eagle Scout service project requirements changed?

The fundamental purpose remains the same: Scouts must plan, develop, and give leadership to others in a service project benefiting a religious institution, school, or community. There is still no minimum number of project hours.

7. Does the Project Report need to be finished before the Scout turns 18?

Yes. The Scout must complete, sign, and date the Project Report before their 18th birthday. The beneficiary and Scoutmaster may provide their final signatures afterward.
8. What if my proposal was approved in 2026, but I won’t begin the project until 2027?
You may continue using the 2023 workbook if your proposal was fully approved before January 1, 2027. However, you must obtain beneficiary and Scoutmaster approval of your Project Plan before beginning work in 2027.
